When job hunting, is it legal for an employer to reject a paper application and send it to my site?

I have a friend looking for a job and rejecting an application on paper and instead asked to go to a website to apply. He does not have easy access to the Web, so request a paper application. And it is alone. My neighbor is now complaining of the same thing. Now, obviously, allow you to use my computer and the phone as a source of job search, but I think he annoying. I understand the complaint as well, the online application is usually long and tedious, without repeating calls.

Yes, it is legal. A company may establish any form of accepting the job applications they prefer. Some only accept walk-in applications. Some require typed applications.
